TCLT consists of four different home types to create a neighborhood of 612 homes and 265 visitor parking stalls.
Yes! The community has a number of cleanup stations throughout the neighborhood for the enjoyment of all residents and their furry friends. The Hoalauna Community Park is a short walk from the neighborhood, which has two separate dog parks. Pets must be kept on a leash at all times and “outside cats” must be kept on the residents’ property. All pet owners MUST clean up after their pets. Keep in mind that the community rules also contain provisions for excess barking that could result in a fine. Pet owners are responsible for maintaining their pet information up-to-date via the Resident Information form, including microchip numbers. Stray animals will be turned over to animal control, and accurate microchip information will ensure pets are returned home as quickly as possible!
While dogs and cats are welcomed in the community, livestock (including chickens) are not. If a resident is found to be maintaining livestock in the community, they may face penalties in accordance with the community rules and regulations.

There is no lifeguard on duty at the community pool, all persons using the pool do so at their own risk. Residents are also reminded that only residents and their guests are authorized to use the recreation facilities. A pool key fob is required to enter the pool area.

Pavilions may be reserved on a first come, first served basis by submitting a pavilion reservation form to the TCLT Site Manager. The current fee schedule for reservations are as follows:
Pavilion 1: $75
Pavilion 2: $75
Pavilion 7: $100
Grill Rental: $30
Parking passes and pool keys can be replaced by the TCLT Site Manager after verification of owner status and identity. It is recommended that you call or email ahead of time to confirm any documents needed to verify eligibility. Parking passes may be replaced for $100 and pool keys may be replaced for $50. Prior passes and keys will be deactivated when new ones are issued.
Tenants: Consult with your property manager or landlord for pool keys and parking passes. The TCLT office will only issue passes and keys to the verified owner of the property.
There are two types of dues collected: quarterly association dues and monthly maintenance fees. Collectively, these dues are used to pay for several liabilities on behalf of the community. Some of the items funded by association dues are listed below.
- Upkeep of amenities (pool, landscaping, playground, light poles, roads, fences, pet waste stations, etc.)
- Trash collection (rubbish, recycling, landscaping waste, and community specific dumpsters)
- Water and sewage costs
- Homeowner external structure insurance premiums

The condominium rider agreed to when a home in the community was purchased gives the homeowners association limited powers to collect unpaid dues. Some of these powers include the assessment of late fees, filing liens, or even foreclosure to collect unpaid fees.
There are 265 guest parking stalls in the neighborhood. Guests are permitted to park in the numbered visitor stalls from 6 a.m. to 2 a.m. daily. From 2 a.m. to 6 a.m. a parking pass MUST be prominently displayed in the vehicle to avoid towing. Parking passes are changed regularly and it is the residents responsibility to ensure they have the most up-to-date parking pass from the TCLT main office.
Residents are permitted to park their own vehicles in visitor parking, however this is not meant to allow residents the use of their garage as an additional living space. Residents found using their garage as an additional living space will be subject to fines in accordance with the community rules and regulations.
TCLT was designed so that every home has a garage capable of fitting two average sized cars. Some homes even have a side parking stall to accommodate larger vehicles. While the 265 visitor parking spots were originally intended for the use of occasional visitors to the 612 homes in the community, the community association (with input from owners) has made a change to its original rules to allow resident parking in visitor stalls to help some owners who may have additional vehicles.
If all visitor parking stalls are occupied, residents may parallel park their vehicle in front of their garage as long as all four tires are off the blacktop. If one or two tires do stretch onto the blacktop, the owner of that home may receive a violation in accordance with our community rules and regulations. If all four tires are on the blacktop and the vehicle is left unattended, that vehicle may be towed at the owners expense. Residents are reminded that they assume responsibility for any damage to their garage as a result of parking in front of the garage. Dented or scratched garages may be subject to a fine in accordance with community rules and regulations.
If the driveway in front of a residents garage is too short for all four wheels to be off of the blacktop, residents have the right to seek legal parking arrangements outside of the community.
At no time are vehicles allowed to park on the grass in the community! Parking on the grass damages sprinkler lines, which results in costly repairs and may result in increased maintenance fees for the community depending on frequency. Violation of the parking rules may result in towing at the owners expense or fines assessed to the registered owner of the home. This information is not meant to supersede or replace the parking rules and regulations outlined in the community rules and parking regulations.
The current towing provider contracted by the TCLT homeowners association is VIP Towing. The association receives no money or “kickbacks” from VIP Towing as a result of them towing a vehicle from the community. VIP Towing has been provided a copy of the associations parking rules and is responsible for the accurate enforcement of those rules. Any complaint from residents or guests regarding a vehicle being towed is purely between VIP Towing and that person. If your vehicle has been towed, we encourage you to contact VIP Towing:
Dropping Vehicles. If a resident interrupts VIP Towing before they have left with the vehicle, VIP Towing is legally required to “drop” the vehicle IF the resident is able to provide a valid photo ID that matches the legal registration of the vehicle. If the ID does not match registration, VIP Towing would be held liable for returning a vehicle to the wrong owner and reserves the right to continue the towing process.

Bulky item pickup is no longer regularly scheduled. Residents are required to schedule their own bulky item pickup by calling (808) 768-3200, option 0. Visit the OPALA website or view the bulky item collection brochure for more details. Appointments may be made once per month per resident. Each pickup is limited to five bulky items and two metal appliances. If a resident can’t wait until the next available appointment, they may take their items to the various refuse drop-off locations on Oahu.
Residents who leave bulky items on the road without a pickup appointment will be fined.
